This plan aims to create an international landscape, provide a high-quality space for scenery viewing and relaxation, and connect the humanistic and surrounding barrier-free landscape environment to achieve the purposes of integration and sharing. The base is located in Magong(馬公) Third Fishing Harbor of Penghu(澎湖) Island, covering an area of about 4.9 hectares. In addition to rich cultural facilities and sports-related arenas, the base is located between the old town and the new town. It is also the only way to leave Penghu(澎湖) Island by boat and an important point for entering and leaving the fishing port. Therefore, the relationship between the base and the fishing port becomes an important focus of the project, as well as a connection for cultural, educational, and sports areas. By transforming International Square, the fishing port is connected with the rich activities around the base.
Planning purpose and content: The New International Square construction project’s main base is 4.9 hectares and is rich in scenic spots and nearby tourist resources; in addition to the tourist attractions and public facilities, hotels also gradually emerge to form the business district. This project is expected to shape the harbor city style of Magong(馬公) based on the square and its surrounding environment for overall planning and design. It is expected to create the space node of Magong City(馬公市) in Penghu(澎湖) and create an excellent place for leisure and rest in the city. The project is also expected to integrate the surrounding environment and public facilities to not only create the landscape on the site but also a flowing urban open space that connects other open spaces in the system.
Penghu(澎湖)’s special geographical landscape has always been linked to the life of residents, such as the vegetable house generated for the wind, coral reef stone collected from the sea, Twin-Heart Stone Weir for fishing, and so on; every detail reveals the wisdom and the story of Penghu people. Therefore, the architecture of the design begins with coral reef stone, an important building material in Penghu(澎湖)'s early days and the cornerstone of undersea corals. If you look closely, you can see the holes on the surface. These holes are actually the nests that were once occupied by corals. Over time, the corals moved away, and the skeletons formed by calcium carbonate are now clearly visible. Imagine that such an organic skeleton could be the main structure of the park system, as a benchmark for the division of the main areas; the holes surrounded by bones become a gathering place for activities and holding flexible, vibrant, and different scaled activities, just like corals, so as to make full use of the park site’s originally wide area. This division is not only a response to the story of coral reef stone, it also gives the park square different scales of activity fields, so that the daily activities of tourists and residents can find the right activity space here. In the detailed landscape design, several special geographical features of Penghu are considered, among which the most important inspiration is the "vegetable house" built to withstand the strong winds for vegetables. As its name suggests, it is a fortress of vegetables and an important strategy for Penghu(澎湖)'s traditional agriculture to cope with the strong northeast monsoon. Therefore, using the "encirclement" action on the base can create several quiet calm wind areas in the park that are not disturbed by strong winds, "encircling" various activity spaces so that people can gather and activities can take place on the base.
This design shall shape this area into a place of sightseeing and leisure activities with a marine atmosphere and create the aesthetic feeling of a harbor city and the brand of Penghu City(澎湖市). The square of this project will be planned as an activity space for all sorts of activities, performances, and leisure and will be able to accommodate 2,000 to 5,000 people. In addition to strengthening the marine environment characteristics of Penghu County(澎湖縣), a sustainable and low-carbon landscape environment will be implemented to improve the quality and aesthetic feeling of urban public construction, connect the third fishing harbor and the waterfront, comb the regional environment texture, and improve the city’s style through overall visual creation for a new city highlight with a sense of the new times.
