Hualien County(花蓮縣)-Heart of Town – Hualien(花蓮) Back-to-Blue River and Sea Cultural Corridor Construction Plan

According to the development crisis of shrinking and aging local town function, this plan proposes are development vision, adjusts the service functions of villages and towns with development potential, and promotes the overall transformation of public fields, transportation terminals, free spaces, and service facilities related to public life and business services. The regeneration of Hualien(花蓮) old city first sets up the green foundation system. The concept includes the ecological corridor, green corridor, environmental corridor, ecological network, open space, and green transportation system. The old urban area of Meilun District(美崙區) in Hualien is adjacent to the Meilun(美崙) River, Meilun(美崙) Mountain, and the Pacific Ocean, giving the area the distinct image of mountain, ocean, and river; through the reconstruction of Hualien(花蓮) station square, the urban landscape axis and landscape positions are improved and connected in order to build the Back-to-Blue belt as a visual guide line and pedestrian landscape and establish a good example of blue belt with green belt, create a green corridor along the Meilun(美崙) River through the visual impression of mountain and ocean, and improve the environmental quality of Meilun(美崙) Riverside Park.

The highlights of Meilun(美崙) old city of Hualien City are constructed through the construction plans of the square around Hualien(花蓮) Station, Meilun(美崙) Estuary and the north coastal green space, and the coastal recreation corridor of Hualien Port. The environmental improvement of Meilun(美崙) Mountain and the Meilun(美崙) River and the overall development of the theme corridor are carried out through the follow-up plan.

Hualien City(花蓮市) has promoted large-scale plans for establishing living foundations(old city street scene in 2013,Hualien(花蓮) Port water-loving recreation area in 2014, special value added in recreation area in 2015, Sunrise Champs Avenue of Hualien City(花蓮市) in 2016)for four consecutive years since 2013and even preliminarily formed the development core of Hualien(花蓮) toward integrating Hualien(花蓮) in to the "Hualien(花蓮) Back-to-Blue River and Ocean Cultural Corridor," thus continuing to integrate the space, industry, and cultural characteristics of the surrounding areas, with the hopes of strengthening regional tourism characteristics in 2020 and driving the regional spatial field linkage and real estate industry development of Hualien City(花蓮市).

Estimations with 2020 as the planned target year: Phase I project (4-year / 2017-2020) will be built by this plan to form the "Hualien(花蓮) Back-to-Blue River and Ocean Cultural Corridor" in Hualien City, drive regional recovery, expand and link the development of surrounding satellite towns in the future, and create the "Greater Hualien Co-prosperity Circle."
