Based on the spatial restructuring opportunity created after the completion of Chiayi(嘉義)’s urban railway elevated plan, balancing east and west urban areas shall create the water and green open space connection, dig into the historical context of the past and present, renew the axis linkage of Chiayi(嘉義) old city, create new interactive relationships between people and the environment, realize urban regeneration of the old core, and hope to connect Chiayi(嘉義) Park, Chiayi(嘉義) old prison dormitory group, Hinoki Village, Chiayi(嘉義) Old Prison (now Chiayi(嘉義) Prison Museum), National Chiayi University(嘉義大學), Alishan(阿里山) Forest Railway, Beimen(北門) Station, Showtime Cinema, Taitung(台東) Railway Art Village, Alishan(阿里山) Forest Railway Garage Park, Cultural Affairs Bureau of Chiayi City(嘉義市), Alishan(阿里山) Forestry Village, and Bexianghu(北香湖) Park, to the daily life landscape of Chiayi City(嘉義市) urbanization, ultimately building a new cultural silk road in Chiayi(嘉義). This plan will recover the core driving force of the railway intersection and return the symbiotic relationship of a pro-mountain and pro-water environment, connect the old city commercial belt, ecological waterfront blue belt, and life green corridor belt, achieve the "walking policy" and "happy waterfront," and develop into a national leisure field.

Through the spirit of renovating idle spaces, renewing public facilities, connecting walking and open spaces, and adding necessary water conservation and storage facilities in response to extreme climate, this plan shall improve the living and leisure environment within the base and reflect the city policy of "all-age sharing, migration, and living here by generations." It includes constructing the entrance square of Zhongshan Road(中山路) (KANO Park) and Gongming Road(公明路), setting the landscape square and dry fountains for parents and children, establishing six groundwater storage stations, and optimizing the parking and walking lines.

Furthermore, the water quality of the Gongming Road(公明路) water storage station is clear, and its flow is stable. The fire department investigated the site on April 7, 2021 and listed the spot as one of the water sources for fire protection and disaster relief. In light of the current severe water situation, the forward-looking and core value of the project planning and design are highlighted.

Based on the existing historical traces of the city, Zhongshan Road, as the central axis of Chiayi City(嘉義市), connects Chiayi (嘉義)Railway Station, the fountain pool, and Chiayi Park, strengthens the development of Chiayi(嘉義) Park as an important leisure node of the city, and links the central business district (CBD) and leisure center of Chiayi City(嘉義市); the secondary axis extends to the north and south and interconnects with the surrounding green spaces in the hopes of forming a complete "downtown walking ring axis" and developing Chiayi City(嘉義市)’s leisure walking system.
