Xihu Township(溪湖鎮) has convenient transportation, and due to the fertile soil, it is one of the most important vegetable-producing areas and distribution markets in Taiwan, with special charm.

However, because of insufficient internal park sand green spaces in the urban planning core area, as well as poor recreational facilities, the overall quality of life and recreation development in Xihu Township(溪湖鎮) is restricted; the "Heart of Town" project offers an opportunity to improve eight existing old parks and green spaces to meet the demand of residents’ daily leisure and sports. Based on the opportunity of urban planning to change the Fifth Cemetery to a park, it will create a large core highlighted green space in the town and also integrate Xihu(溪湖) Sugar Refinery, Hunan Elementary School, the sugar-railway green corridor, and other spaces, to create an open space with high-quality landscape and sightseeing features.

• Xili(西里) and four other areas lack park sand green spaces or other public facilities planning and need to rely on the support of neighboring communities. Therefore, the green foundation of neighborhood parks in the north scope of the plan (such as Huazhong(華中) Park, Junji(軍機) Park, Datu(大突) Sport Park, Fugui(富貴) Park, Fengtian Temple(奉天宮) Park及, Sanjiao Triangle Park, etc.) should take into account the needs of residents in the town center and provide green spaces for school, commuting, daily leisure, and sports for residents in surrounding neighborhoods.


• The overall planning of the Kite Park/Fifth Cemetery, Hunan Elementary School, and Sugar Refinery dormitory areas forms a large highlighted green space as the core in the south, improves the efficiency of public land, and meets the multiple functions of sports, recreation, industry, education, and environmental ecology, to connect with the surrounding recreation resources.


• Integrate sightseeing and recreation resources, such as the Sugar Refinery, old street, and sugar-railway green corridor, to construct a more attractive town, create local tourism value-added benefits, improve tourism service function, and connect with the existing nearby bicycle system.
  
  Optimize the green foundation of parks in Xihu Township(溪湖鎮), improve the living space, construct a comfortable living environment, and enhance residents’ quality of life. Combine industry, education, and culture, with the spare space transformation, drive the activation of idle land, and create a thematic and charming core green space. With local culture, Xihu(溪湖) Sugar Refinery industry space resources, and the Dongluo(東螺) River recreation corridor system, build a charming town with unique characteristics and urban brand and increase local development momentum. With limited funds, priority should be given to the effect of green foundation and construction that concerns the county’s people. Completing the large green land and strengthening the connection of Xihu(溪湖) Sugar Refinery sightseeing resources should also be prioritized in order to build a green foundation of nearly 30 hectares altogether. The renewal of park funds will give priority to the inventory and upgrading of existing green foundations and the conservation and preservation of existing trees and facilities favored by town residents with high usage rates, and then themed highlights with innovative design will be created.
