The land of the Jishiwu(機15) Land Environmental Improvement Project (Phase I) originally belonged to the Coast Guard Administration; after the overall resources scheduling and cooperating with overall national development, it was used as a connecting base for Taoyuan(桃園)’s urban industry, youth vitality, and cultural creation at the end of 2017, as well as one of the ecological green corridor and leisure belts of Taoyuan(桃園)-Linkou(林口) Railway, thus implementing substantive space reconditioning and improving the quality of public facilities with green space and multi-functional exhibition hall, integrating people's leisure and industrial development, improve the quality of life of urban residents, and achieving urban activation and regeneration. Phase II integrated local development needs through the Heart of Town Project to improve the landscape, revitalize public services and facilities, strengthen the urban green infrastructure, promote regional development, and enhance the quality of life of the people. Jishiwu(機15) land (4.7 hectares) is located in Taoyuan District(桃園區) of Taoyuan City(桃園市), adjacent to Taiwan Railway Linkou(林口) Line corridor (Taoyuan(桃園)-Linkou(林口) Railway) and Hutoushan(虎頭山) Park, with Sec. 3, Chenggong Rd.(成功路) in the east and Nankan River(南崁溪) to the southwest. With the Asian“Silicon Valley” plan base of "Taoyuan(桃園) Hutoushan(虎頭山) Innovation Park," it combines the science and technology industry and local resources, connects the axis belt of Taoyuan(桃園)-Linkou(林口) Railway, and creates a shared environment. During the implementation of Phase I of Jishiwu(機15) Land Environment Improvement Project, the whole function of the site was improved, and the space efficiency was enhanced through space transformation, green beautification, and reuse of the idle space in the second phase; it will be used as the scientific research and development base of Taoyuan City(桃園市) and provide activity fields for the public.
- Jishiwu(機15) Land Environment Improvement Plan (Phase I):
This part of the plan involved removing structural facilities with safety concerns and reshaping the landscape environment; retaining the large trees in the whole area and newly adding large lawns, combined with relaxation facilities to increase public leisure spaces;building a new multi-functional exhibition hall as a base for innovation industry presentations, exhibitions, and communication; and connecting the ecological and recreation axis belt of Taoyuan(桃園)-Linkou(林口) Railway.
- Jishiwu(機15) Land Environment Improvement Project (Phase II):
- Design principles: The design incorporated energy-saving and carbon reduction principles, friendly and barrier-free design elements, low-impact development, sponge city, and other ecological engineering design techniques and was also oriented to respond to climate change challenges and improve the greening rate, water conservation, and biodiversity of the base.
- Plan objectives: (a) Improve the effectiveness of the existing Heart of Town competitive plan to continue the preservation of large and well-grown trees throughout the district, clean up clutter and idle environments, improve and dismantle facilities, improve pavement, and provide multi-functional usage spaces. (b) Promote Hutoushan(虎頭山) Innovation Park Phase II to become a large green space in the urban area and open it up for the use of diversified activities of citizens. (c) Opportunities to provide a regional public space and form local characteristics in order to retain large green spaces and facilities and buildings with historical memory, become a gathering point for people, and drive the development of surrounding areas.
